Donetsk WTE project complies with the existing Permitting Procedure for Construction in Ukraine. Feasibility study developed will be given to the State Entity "Central Service of the Ukrainian State Investment Expertise" which is responsible to transfer the feasibility study for environmental, sanitary-epidemiological, energy-savings expertise in accordance with the legislation.
During this process the entities representing state expertise develop necessary remarks and comments so that Design Company could update the Feasibility Study in order to fulfill all the requirements. Afterwards the State expertise authorities perform their conclusion (approval or not- approval) on the project. Next stages on the project development take place in accordance with the legislation.
The environmental impact of any project is both a community as well as an investor concern. EcoEnergy Scandinavia is constantly working on reducing the environmental impact of new and existing facilities. For the purpose of meeting and exceeding the requirements of local and international rules and regulations regarding the environmental impact of the project, EcoEnergy has engaged Tebodin Ukraine and Celynx Energy Solutions GmbH. Tebodin Ukraine has the task to perform a full environmental impact assessment (EIA) according to Ukrainian standards and Celynx Energy Solutions GmbH will perform it in accordance with the European Union and World Bank guidelines.
Celynx will publish and disseminate a draft EIA, which will be made available to the community for information and comments. International EIA will be developed under World Bank guideline and approved by the World Bank, or any other international body that will provide the credit.
The environmental impact assessment (extract from EU Directive) shall identify, describe and assess in an appropriate manner, in the light of each individual case the direct and indirect effects of a project on the following factors:
Communication with stakeholders is an important part of the way that the project conducts its business, and communication with the project stakeholders is an essential component of any environmental and socio-economic assessment process.
The stakeholders will be given the opportunity to participate in the decision process and thereby ensure a robust project.
Ukrainian and International experts will be used to ensure proper handling of all questions
and comments.
A sufficient time frame will be given to the public to understand the project, provide questions
and feedback.
Certain important stakeholders will be invited to special meetings.
All actions, questions and feedback will be documented. Anonymity will be given to any member of the project that does not want to provide contact details.
